Passed on a 268-155 vote, the funding will cover U.S. military costs in Iraq and Afghanistan through mid-2009, well after a new president takes office.
The White House welcomed the bill's passage but some Democrats were disappointed.
Last month, supported by the Democratic majority, the House passed an earlier version of the bill which contained a timetable for the Bush administration to withdraw troops from Iraq.
However, facing a veto threat from President George W. Bush, the House retreated and plucked the timetable out of the bill.
The bill now goes to the Senate and a vote is expected next week.
